Abstract

Drug provision for patients with socially significant diseases (SPD) is an important area of the Russian healthcare system that determines not only clinical outcomes, but also the socio-economic well-being of society. The article analyzes the existing problems in the drug supply system in the SPZ, such as regional disparities, shortages of individual drugs, and administrative barriers.
Based on a systematic approach, a set of organizational and methodological measures aimed at increasing the availability, effectiveness and rationality of pharmacotherapy is proposed. Key proposals include: the development of an electronic prescription and telemedicine consultation system; the creation of a real-time drug inventory monitoring system; and the introduction of treatment adherence (compliance) support programs based on interdisciplinary collaboration. The implementation of these approaches will optimize budget expenditures, improve the quality and life expectancy of patients with SPZ, and reduce the long-term epidemiological burden.
The aim of the research – development of a set of organizational and methodological approaches to improve the effectiveness, accessibility and rationality of drug provision for patients with socially significant diseases.
Results. Improving drug provision for socially significant diseases requires a comprehensive organizational and methodological approach that goes beyond simply increasing funding. The proposed package of measures, including digitalization, unification of regulations based on evidence-based medicine, the introduction of flexible financial mechanisms and the development of patient-oriented services, is aimed at creating a sustainable, fair and efficient system. A key condition for success is the synchronization of efforts at the federal and regional levels, as well as the active involvement of the professional medical and patient communities in the decision-making process.
The implementation of these approaches will make it possible to move from a cost compensation model to a treatment outcome management model, which will ultimately improve the quality of life of patients with socially significant diseases and reduce the long-term burden on the healthcare system.
